Re: Tax Form Submission Procedure for B / BE YA2007
Pertaining to the above matter, we’re pleased to inform you that
for year 2007 Tax Submission, LHDN is implementing aggressively
on e-filing; which means, the Tax payer is allowed to submits
the tax form through two matters only, i.e.:
• Through E-Filing – Form B / BE YA2007 (Highly
Recommended By LHDN)
• Through Original Forms Form B / BE YA2007 Provide by
LHDN (Hard Copies) which sent directly to the Tax payer.
Any duplicating copies Form B / BE YA 2007 are strictly
PROHIBITED and NOT ACCEPTABLE by the concern
authority, and the LHDN also restricted from downloading any
forms/format from the LHDN website. Tax Forms printed out from
any computerized tax software for submission purpose is Not
ALLOWED.
While waiting for the new e-filing procedure & process from LHDN,
BiZZTAX Tax Software has incorporated the copy for Forms – B /
BE YA2007 into the software itself to enable the review of the
tax data being input and computed according to the YA2007 tax
rules. Therefore, we advised the users DO NOT PRINT
the forms for submission purpose until the final notice is given
by LHDN.

Dear valued customer,
SUBJECT: UPDATES REGARDING IRB E-FILING FORMS FOR YEAR 2008
With the reference to the above matter, we would like to take this opportunity to update you about the progress of YA 2007 E-filing Submission for Form B and BE .
Recently, we had conducted a discussion with En. Abd Rahman Yusof, Principle Assistant Director, (E-Services - Information Technology Department of Inland Revenue Board) regarding the matter of E-Filing Procurement.
1. This coming 7th January to 9th January 2008, IRB will be having meeting and finalizing the forms and procedures for E-Filing of Form B & BE. Upon approval from Director General of IRB, the soft copy & the new schema data structure will be provided to us.
2. We will incorporate the soft copy together with the new schema data structure into BiZZTAX TAX Software. Upon completion, we will conduct a live testing in the IRB Office to ensure the E-filing process is operating according the requirement stated by IRB. The soonest approval is given from IRB, we will update the Form B & BE updates into www.bizztax.com. We expect this to be ready by 4th week of January 2008.
3. For your information, we were informed that the IRB Forms in PDF format will NOT be available for download from IRB website. Moreover, this year original form (hard copy) will be slightly different from the E-filing form format. Therefore, submission by strictly through E-filing except for those individual tax payers who received the original Form B or BE.
4. As for Licensed Tax Agents, a new Tax Agent E-Filing Portal will be available for submission on behalf of their clients. Based on the understanding from the meeting, Licensed Tax Agents will be able to submit 5 clients tax return through the newly build Tax Agent e-filing portal. In order to process the submission of the E-filing, all licensed tax agents are required to apply for PKI (Public Key Infrastructure). A series of briefing and demonstration will be carried out to the licensed tax agents early March 2008. Updates on this matter will be announce once is finalized.
5. This year, IRB will be adding E-filing for Form P (Partnership), Form M & Form E which expects to be effectively enabled on the early March 2008.

KUALA LUMPUR,
March 30 (Bernama) -- In what is seen as a huge
relief for individual and corporate taxpayers,
the Inland Revenue Board (IRB) will reimburse
excess tax payments for year of assessment 2006
within 30 working days for those using the
e-filing system.
The IRB will do this without having to refer to
previous years' assessments, Chief Secretary to
the Government Tan Sri Sidek Hassan says in a
statement.
He made the announcement today following the
second meeting of the Special Task Force to
Facilitate Business (PEMUDAH) that was set up
recently to look into improving the public
delivery system.
For individuals, the deadline to submit their
tax returns is April 30 and for companies June
30.
This means individuals and companies will be
paid back their excess tax payments even though
the assessments for earlier years have yet to be
processed.
Repayments for assessments before 2006 will be
made separately, he said.
IRB will also continue reimbursing excess tax
payments directly to taxpayers without waiting
for specific applications by them while the
reimbursements will be within 30 working days
for e-filing users.
Issues related to immigration, land registration
and other matters are also being reviewed by the
implementors, Sidek says.
PEMUDAH is committed to chalking up improvements
in these areas to quicken the government's
delivery system and make the climate for
business more conducive and enhance the
country's competitiveness.

KUALA LUMPUR, March 27 (Bernama) -- The Inland
Revenue Board (IRB) today explained that its
e-filing system suffered glitches on March 13-15
due to steps taken to ensure it is capable of
accommodating more users.
IRB director-general Hasmah Abdullah said the
problems were fully ironed out on March 21, and
the public could now use the system more easily.
"The sluggishness of the system was due to the
upgrading exercise to make it faster and able to
handle a bigger number of users at any one
time," she told a news conference here, Tuesday.
The upgrade also involved the introduction of
the new e-payment application that enables Bank
Islam, CIMB Bank, Public Bank dan Hong Leong
Bank account holders to make payments through
their banks without having to go to IRB
counters.
Digicert Sdn Bhd chief executive officer Noor
Azli Othman said during the disruption, users
faced problems to download the registration
certificate to enable them to access the
e-filing system. Digicert is the provider of the
system to IRB.
"We are in the process of enhancing the system
to prevent queues besides upgrading the data
storage capacity and adding higher capacity
servers," he said.
On tax refund applications, Hasmah said that
taxpayers could submit their income tax forms
together with dividend vouchers.
She said there were 34,850 refund cases
involving individual and company taxes amounting
to RM607 million.
Hasmah said RM727 was refunded last year to
taxpayers using the e-filing, with the total sum
refunded amounting to RM4.3 billion.
"For those using the e-filing, we have started
the refunding process and they should expect to
get it in three months," she said.
She said those still awaiting their BE or B
forms should visit the nearest IRB office to get
them or surf the IRB website at www.hasil.org.my.
The BE and B forms should be submitted before
April 30 and June 30 respectively.

PETALING JAYA: Barely 24 hours after its launch, the e-filing system for taxpayers crashed yesterday, in an embarrassment to Inland Revenue Board officials.
The e-filing system was tested and had operated smoothly since the beginning of this month.
However, the board discovered technical glitches with the service provider, Digicert Sdn Bhd, when its staff members tried to download digital certificates yesterday after receiving complaints from its branches that the digital certificates could not be downloaded.
Sources from Digicert Sdn Bhd said the problem could probably be rectified within three days.
The e-filing system and taxpayers month program 2007 was launched by Deputy Finance Minister Datuk Awang Adek Hussin at KL Sentral on Tuesday.

WHAT HAPPEN TO PDF FORM B &
BE?
Many of you may have been wondering why the PDF version
of the Form B and Form BE for 2006 have been
discontinued and taken off the IRB website and what has
happened to the availability of these PDF Forms?
A meeting with the IRB on 21/02/2007 and 27/02/2007 and the reasons why the IRB has decided to discontinue with the PDF Form format was due to several reasons :-
1. IRB is not able to scan a majority of the forms printed from the PDF files in submitted in 2006 due to print size cause by different printers.
2. The paper used in the printing these PDF forms are of different qualities thus creating scan problems.
3. The print quality (some cases using dot matrix printers) in printing these PDF forms also causes scan problems.
WHAT HAPPEN NOW?
IRB has agreed and released Static PDF Forms to both Associations/Institutes and Software Providers however these static PDF forms do not support E-filing and can only be used and be submitted to IRB on the following conditions :-
1. The printed PDF Forms can only be printed and submitted by Licensed Tax Agents. (IRB authority will be looking for Tax Agent’s particulars on the forms submitted)
2. Each printed form submitted must be signed and Tax Agent can submit batches of forms of not more than 25 forms (in each batch of submission) to IRB Processing Centre TOGETHER with a softcopy in CD which contains the submission data of that batch of forms submitted.
Important attention is needed when submitting these forms :
1. Each form submitted that does not have a corresponding or associated data file in the softcopy (in CD form) or having the wrong format or the softcopy submitted cannot be read will result and cause that individual form or the entire batch submission to be rejected by IRB.
2. The Data File softcopy must conform to the format that has been described by the IRB

Can I print and send my Form BE 2006 now?
You can print out your Form BE now from the program for your clients’ signature but you are advice not to submit these printed Form BE to IRB processing centre just yet without the data file softcopy format.
When will the data file softcopy format be available?
The data file softcopy format will be available and can be downloaded from our website www.bizztax.com on 13th March, 2007
How do I use it?
A full instruction will also be available for your download to guide you to simple step by step procedure how to format this data file softcopy.
When will Form B 2006 together with the data file softcopy be available?
IRB has promise that the Form B 2006 together with the data file softcopy specification will be send out on the 15th March, 2007. We will then proceed to intergrate the PDF Form B 2006 with the data file softcopy format and test the data file softcopy format. We expect to release the Form B 2006 together with the data file softcopy format on 20th March, 2007
How about Form E?
Since IRB has release the Form E 2006 onto their website, you may download it and use. No data file softcopy is required for Form E 2006.
Do I need to also send data file softcopy for Form C 2006 and Form R 2006?
No, you do not need to send any data file softcopy for Form C 2006 and Form R 2006.
Some of my clients do not have a PIN number. How do I obtain this PIN number?
You can send an email to callcentre@hasil.org.my to request for your client’s PIN number. You will also need to scan and email clearly a copy of your client’s IC together with your request. You can request the PIN number in batches if you want but remember to attached your clients’ IC.
Some of my clients have not received their form. How can they obtain one?
If your clients have not received their Form B or BE for 2006, then two possibilities.
Firstly, the forms send to them have been misdirected.
If this is the case, then you can send an email to
callcentre@hasil.org.my to request for one but you
also need to provide them with names and IC numbers of
your clients.
Secondly, you or your clients may have submitted their
Form B or BE 2005 via e-filing. In view of this, IRB
strongly advice you to continue with this format of
submission, via e-filing this year.
Can I download the PDF Form from BIZZTAX and fill it up by hand for submission?
Hand filling MUST use the original forms send out by IRB.
Can I use correction liquid on mistakes during filling of form by hand?
No. This will cause scanning problem to IRB.

IRB will be releasing the new E-Filing format on
01/03/2007. For assessment year 2006, as announced by IRB via
their website, no more PDF form format will be available for
download thus the e-filing procedure for assessment year 2006
will be completely different from that of assessment year 2005.
IRB will be allowing 3 types of filing for Form B, Form BE and
Form P for assessment year 2006:
Filing 1 - Hand written in the original Form sent out by IRB
Filing 2 - E-filing on web-based format. Tax payer will need to
logged on to IRB website to manually input data and value.
Filing 3 - Forms can be printed out from BiZZTAX program send to
IRB in batch of 25 (maximum) and this hard copies filing has to
be accompanied with a soft copy on compact disc (CD).
Further details on procedures on e-filing will be announce once
available.

2006 income tax return forms: Notice to female taxpayers |

The Inland Revenue Board (IRB) wishes to inform that
all female workers with taxable income, whether they are
married or single, will have to file their tax returns
independently.
For married female workers, their files will have
reference numbers similar to their husbands', except for
a different digit at the end.
For married women without any form of income, they must
still return their forms to the IRB, stating 'No income'
at the designated column in the form and signing them.
This can also be done by their husbands.
The IRB wishes to apologies for any confusion or
inconvenience arising from the above matter.

Form BE 2006 and Form B 2006 will no longer be
allowed to be download from the IRB website and use. Tax
payers are advise to filled up the Income Tax Return
Form B and BE manually by hand using only the original
forms sent out by IRB or alternative to file their
Income Tax Return Form B and BE for Assessment Year 2006
via e-filing which will effectively available in early
March, 2006.
Should you make any mistakes in filling up your return
form manually by hand, you are advised to obtain a new
form from the issuing IRB branch office.
